COMPLAINTS PROCEDURES

(a) There may be times when suppliers/ bidders/ contractors will want to register a complaint about a procurement process in confidence. Complaints should be sent via email to enquiries@cedp.c.ug

(b). Depending on the nature of the complaint, the complainant should broadly provide the following

  1. Nature of Complaint
  2. Description/ Detail of events
  3. Names of person/ people involved
  4. Date of Occurrence (if known/ applicable)
  5. Reasons for suspicions or evidence supporting complaint

(c). Competitiveness and Enterprise Development Project (CEDP) will acknowledge receipt of the complaints within 3 working days. The complaint will go to colleagues who are independent of the procurement processes. CEDP confirms that all complaints will be treated confidentially and appropriate action will be taken.

(d). Upon receipt of a complaint, the Complaints Panel will determine what action needs to be taken. A full response, including details of action to be taken will be sent to the complainant.

(e). Where the Complaints Panel decides to launch an investigation, the findings will be communicated to the complainant, clearly setting out what action has and/or will be taken.

FREQUENTLY ASKED QUESTIONS ABOUT PROCUREMENT

In what language are tenders/proposals to be submitted?

All tenders/proposals and supporting documents are to be submitted in English language. Where tenders/proposals and supporting documents are submitted in another language, such documents must be accompanied by translations to English certified by a Commissioner of Oaths. For purposes of evaluation of the bid, the translation in English shall prevail.

How do I ask questions or seek clarification on a tender opportunity?

Clarification should be requested for in writing to procurement@cedp.go.ug. The advert and/or tender document will state the deadline after which queries will not be addressed.

How much does it cost to purchase a tendering/proposal document?

The cost of the tendering document is indicated in the specific procurement notices for works, supplies and non-consultancy services. There is no fee charged for Request for Proposals.

How do I find out about Tender opportunities?

The CEDP website, websites of associated user agencies (Uganda Registration Services Bureau, Uganda Wild Life Authority, Uganda Tourism Board, Ministry of Tourism Wild Life and Antiquities and Hotel and Tourism Training Institute), dg Market and local newspapers.

How does CEDP communicate changes during the course of a tender?

Changes are communicated through an addendum published on the CEDP website as well as newspapers of initial publication.

How much does it cost to purchase a tendering/proposal document?

The cost of the tendering document is indicated in the specific procurement notices for works, supplies and non-consultancy services. There is no fee charged for Request for Proposals.

If a bid is unsuccessful, will CEDP explain reasons for rejection/failure?

Yes. This will be contained in the notices of Best Evaluated Bidder. A debrief will be provided for on request.

Does CEDP give special preference to companies from certain countries?

For ICB, domestic preference may be provided for in the tendering document.

Can I contest a procurement decision or outcome of a tender?

Yes, in accordance with the procedures for administrative review as contained in the PPDAQ act 2003 as amended.

Will CEDP disclose the evaluation criteria for a tendering process?

Yes. The evaluation/scoring criteria and matrix are provided in the tender document.

Can I correct mistakes in my tender/proposal after I have submitted it?

Yes, on condition that the changes are submitted prior to the deadline for tender submission.

What happens if I submit my tender after the deadline?

Tenders received after the deadline will be rejected and returned unopened.

How are tendering/proposal documents submitted?

Physical delivery to the Project Offices at Plot 43 Nakasero Road, Kampala

What Currency is acceptable for submitting a tender/proposal document?

Uganda Shillings or any other freely convertible currency

Can I submit a tender with my own alternative conditions attached?

Yes, if provided for in the tendering document.
